Jim HoganCounty Clerk
The Gloucester County Clerk is James N. Hogan. The Clerk’s Office is a constitutional office that has existed since 1686. Jim, as he is preferred to be called, is the 30th person to hold what is commonly called one of the three Row Offices. (The other two are the Surrogate and the Sheriff). Prior to his election to the Office of County Clerk, Jim served in the Criminal Justice System for 36 years. Most of his time was spent as a career law enforcement officer. Likewise, Jim was the Chief of Police of Franklin Township and the County Sheriff for two terms.
During Jim’s career he was very active in shaping public safety policy in conjunction with several governors and attorneys general. His peers and various community groups recognized his efforts with over 40 awards from groups such as NAACP, VFW, FBI, Retarded Citizens, Disabled Citizens, and Fire Companies.
Similarly, Jim was extremely active in the field of Emergency Management serving his hometown and the County of Gloucester as the Emergency Management Coordinator. During this tenure he accomplished several innovations for this area. One of the goals reached under Jim’s direction was the completion of an Emergency Response Plan for every community in Gloucester County.
Concerning education, the County Clerk is a graduate of Rutger’s University and has done graduate work at the University of Virginia. He has been an adjunct faculty member at Rowan University, Camden County College and Gloucester County College in the Law and Justice Departments.
In addition, Jim is active on several boards that deal with youth and development problems. He is a charter member of the Gloucester County Human Relation’s Commission and the State Human Relations Commission as well. Jim specializes in crisis response and police community relations for these boards.
Jim Hogan is married to Dorothy. He is the father of three children: Lynne Marie, Steven J., and Kevin. Likewise, Jim has five grand children.
